Every Form 4 on SEC EDGAR is read five times each weekday. Grants, option exercises, sales, financing rounds, SPAC founder shares and fund rebalancing are set aside, leaving the open-market purchases insiders make with their own money. Senate and House disclosures come from the official sites.

Each signal is scored on Position Size, Signal Context and Recency — properties of the filing itself, the same for everyone. Output: a 0–100 score and a tier — Strong signal, Moderate signal, Faint signal or Noise.
